Lowen Withdraws from Place 3 City Council Race

Andy Lowen has withdrawn from the May 5^th Sulphur Springs City Council race. Lowen had filed for Place 3 on the council but had kept a low profile during the campaign thus far. Lowen had sought a place on the council in past elections.
